{O/C} South Korean officials have apologised for failing to swiftly respond to and ward off that deadly Halloween stampede that's killed over 150 people.
This comes as the site of the stampede has become a makeshift memorial.

National police chief Yoon Hee-keun said an initial investigation found that despite the torrent of urgent calls pouring in from citizens alerting authorities to the potential danger of the gathering crowd in Itaewon, police officers failed to handle the calls effectively.
He said the officers' handling of those calls and the on-the-spot response to the crowd surge that night were being scrutinised.
Meanwhile, President Yoon Suk-yeol joined well-wishers at the site of the crush as he laid flowers to wish the victims well in the afterlife.
He's also thanked world leaders for their condolences.
