Lawmakers rushed to reach a "framework" deal that will hopefully avert a government shutdown.

The Friday deadline is looming for Congress to pass a spending bill to fund the federal government for the current financial year.
Meantime, the two chambers are expected to approve another short-term measure before that deadline to keep the government running through December 23rd, in order to accomplish the full-year bill.
But Republicans are threatening to only support the short-term extension if Democrats can't get it done by December 22nd.
And that, critics say, would likely give House Republicans, who will then have become the majority, an advantage over what's in the bill.
