Russia, China and the council's three African members that endorse a complete lifting abstained.
The momentous step was only perceived as the next best thing by the Central African Republic, which was hoping to have the prohibition on the sale or transfer of weapons and ammunition fully scrapped.
Still, its foreign minister welcomed an arms embargo targeting insurgents.
The mineral-brimful yet impoverished Central African Republic has been plagued by intercommunal strife since 2013, when predominantly Muslim Seleka rebels deposed President Francois Bozize and seized power.
Christian militias later retaliated, with civilians caught in the crossfire.
