Gunshots rang out as the three girls, aged between 9, 10 and 13, were shot and killed during a supervised visit to the church with their 39-year-old father and their superviser.
Sources say the shooter, who was the girls' father, was estranged from his daughters' mother, who had a restraining order against the shooter. The mother was notified of the tragedy while she was out of town.
Owing to the restraining order, the chaperone appointed by a court to supervise the visit was believed to have been someone amenable to both the mother and the father.
The authorities have listed the incident under domestic violence.
Catering to English, Chinese and Spanish worshippers, The Church In Sacramento abuts a mostly residential block near a commercial area east of downtown Sacramento.
In a tweet, California's governor, Gavin Newsom, portrayed the incident as "devastating" and yet "another senseless act of gun violence in America."
