The police are getting a handle on the incidents as they released multiple surveillance photographs, including a close-up snapshot of the man.
Police in both cities urged those who might know him to come forward.
The mayor of D.C., meanwhile, called on those living on the streets to go to city shelters as soon as possible as they are the man's targets.
The gunman reportedly killed at least two homeless men and wounded three others when they were asleep.
The incidents happened between March 3 in Washington D.C. and last Saturday.
