The 36-year-old male suspect, Yusuke Tsushima, told police after the incident that he wanted to kill women who appeared happy, and that he shot random at people in the commuter train.
He was reportedly carrying a pair of scissors, cooking oil and a lighter when be boarded the train.
The first female victim, who is a woman in her 20s, was listed in serious condition.
9 of the wounded passengers were taken to nearby hospitals, while the 10th victim was able to walk away. All of the injured were conscious, according to the city's fire department officials.
This came amid the ongoing Olympic Games, which is slated to end tomorrow.
The site of the stabbing spree was some 10 kilometres away from the main National Stadium.
Public broadcaster NHK said the suspect left his knife behind as he fled the scene, and later walked into a convenience store and identified himself as the suspect. He said he was tired of fleeing and was then arrested by police.
While shooting sprees are rare in Japan, high-profile killings with knives have become commonplace in the country in recent years.
