In its wake, one person was killed in Florida, as the storm dropped a large amount of rain on parts of North Carolina and Virginia.
The hurricane also spun up a tornado at a Georgia Navy base, flipping recreational vehicles upside-down.
Elsa's winds strengthened yesterday to 50 miles per hour, according to the U.S. National Hurricane Center.
Elsa was passing over the eastern mid-Atlantic states on Thursday night and was expected to move closer to the northeastern U.S. later today.
The hurricane also caused power outages along its path, from Virginia to Massachusetts, leaving people in around 45,000 homes there in the dark.
Elsa is the first tropical storm to hit the United States in 2021.
