In Siberia, at least 22 people were killed when a massive fire engulfed an illegal private shelter for the elderly.

The blaze ravaged the second floor of the building, which was never officially registered an elderly home.
Many homes for the aged operate without authorisation in Russia, so they are considered private and not subject to any inspections.
The elderly home is located in Kemerovo, a city 3,600 kilometers east of the capital of Moscow.
Authorities say violations of fire safety regulations could have been the cause of the deadly tragedy.
