A 59-year-old man was killed and 9 others were seriously wounded after a Taxi rammed into a group of people on a pedestrian island on Kwong Fuk Road in Tai Po.
The taxi driver was arrested on suspicion of dangerous driving causing death. The 63-year-old did pass alcohol and drug tests.

A dash cam captured the moment the taxi driver tried to overtake the taxi in front of his, crashing into a pedestrian island on Kwong Fuk Road in Tai Po.
Witnesses were taken aback as several people worked together to lift up the taxi to rescue a woman trapped underneath.
A 59-year-old met his demise at the scene.
Among the injured are four males and five females aged between 4 and 70, including the taxi driver.
But what rendered members of the public convulsed with pain was the fact that a four-year-old and a pregnant woman were among those hurt.
The mother-to-be, 5 months into her pregnancy, was admitted to the intensive care unit and is currently fighting for her life.
No word yet on whether she and her fetus survived the tragic mishap.
The 63-year-old man was suspected of running a red light and driving into the pedestrians. But apparently the driver didn't drive while intoxicated as the police's acting chief inspector, Tsang Ka-chun, added the driver had passed tests for alcohol and drugs.
The mechanics of the vehicle, the mental state of the driver, the traffic at that time, as well as other evidence available will be studied with a fine-tooth comb.
Transport Secretary Frank Chan expressed his condolences to the injured and the relatives of the deceased man. The government has provided assistance to the families concerned.
Following the crash, which happened at around 11:20 this morning, was bumper-to-bumper traffic in that area.
Witnesses, some of whom are residents of the district, said cars usually pass through the area at a relatively low speed. Some suggested the speed limit on that road, which is labelled "accident blackspot", should be set at 50 kilometers per hour.
